House Democrats attempted to insert benefits for renters and more money for public education into the tax-cuts package in a series of floor amendments but were unsuccessful.
There is $5 billion and several political wedges standing between the House and Senate plans, which now move into conference committee with less than five weeks before session ends.
The proposal recommends spending billions on programs including property tax cuts, teacher pay raises, mental health services and border security. It leaves out pay raises for retired state employees, rent relief and childcare programs.
